Vestavia Hills City Council Approves Major Construction Projects

Construction projects at Sicard Hollow Athletic Complex in Vestavia Hills

News Summary

The Vestavia Hills City Council has approved a $30 million construction plan managed by Doster Construction. The projects include a new library, police building, and expansions at Fire Station No. 4, aimed at enhancing public safety and community services over the next few years.

Vestavia Hills – The Vestavia Hills City Council has officially approved the hiring of Doster Construction to manage a series of significant construction projects valued at over $30 million. These developments are centered around the Sicard Hollow Athletic Complex and are scheduled to take place primarily in the Liberty Park area over the next two to three years.

City Manager Jeff Downes outlined the planned facilities which include a new satellite library located along Sweeney Hollow Road, alongside a police operations building and a public works and park maintenance building. Additionally, renovations and expansion of Fire Station No. 4 are on the agenda, signaling a strong commitment to both public safety and community services.

Other key initiatives involve the demolition of the existing park maintenance building at the Liberty Park softball fields, reconfiguration of the back entrance to the softball park, and construction of an access road that will service the new library, police, and park maintenance buildings. Moreover, Doster Construction will also oversee the installation of a new pool heater at the Vestavia Hills Aquatic Complex located in Wald Park.

The construction timeline is planned carefully to stagger costs effectively. The expansion of the fire station, installation of the pool heater, and construction of the access road are set to commence in fiscal year 2026, while the police facility, satellite library, maintenance building, and new softball field entrance are anticipated to start in fiscal year 2027. This phased approach will aid in budget management and project oversight.

Doster Construction emerged as the selected firm from a competitive pool of six companies and will receive 1.75% of the total construction expenses, which is estimated at around $535,000. Additionally, during the pre-construction phase, the firm will earn a minimum of $15,512 monthly, alongside billing rates for supervisory personnel, ensuring experienced management throughout the project’s life cycle.

In discussing the council’s decision to award the contract to Doster Construction, the city officials have expressed confidence in the company’s competitive pricing and the quality of its assigned personnel. This strategic choice underlines a focus on efficiency and effectiveness in executing the city’s development plans.

In addition to these projects, a separate initiative is currently underway to construct a pedestrian bridge over Highway 31. This project aims to enhance access and improve safety for residents moving between Wald Park and the public library. The estimated cost for the pedestrian bridge is approximately $3.2 million, with the Alabama Department of Transportation covering about 80% of the expenses, thereby minimizing the financial impact on the city budget.

Further updates regarding infrastructure development in the area include a project on Massey Road, which intends to enhance road safety and accessibility. This initiative features the installation of a new 5-foot-wide sidewalk and road resurfacing; however, progress has been slowed due to the discovery of an unmarked water main. Completion of this project is expected in the summer of next year.

As Vestavia Hills moves forward with these extensive improvements, the developments underscore the city council’s commitment to investing in infrastructure that benefits community services, enhances public safety, and fosters better access to local amenities.
